The County of Hawai'i Department of Parks and Recreation is proposing to develop a new public park on an approximately 20 acre parcel in the Hawaiian Paradise Park (HPP) community of Puna, Hawai'i Island.
The new park would be located on a County-owned, 20-acre parcel bordered by Kaloli Drive, 25th Avenue, and 26th Avenue.
This park would serve the HPP subdivision to support and encourage healthy lifestyles and healthy communities!
A public meeting is being planned as a continuation of the previous master planning process. This meeting will discuss the ongoing Environmental Review process and gather feedback on the design and amenities to be offered at the new HPP District Park.

The proposed action includes numerous recreational amenities, as identified in the HPP District Park Master Plan. These amenities could include:
Park Features
A Hawaiian Paradise Park Community Master Plan (Master Plan) was prepared in 1997 by the Hawaiian Paradise Park Owners Association (HPPOA) and adopted by County Resolution No. 184-97. Section IV of the master plan refers to developing a new 20-acre community park and recreational facility that "could include a ballfield, swimming pool, tennis courts, basketball courts, picnic areas, tot lots and related facilities."
In 2015, the HPPOA Community Action Committee updated the 1997 Master Plan with Data Amendments adopted by County Resolution 284-15. As part of the update, a survey to solicit feedback on the community's needs was completed by more than 400 HPP residents which indicated that recreational facilities (i.e., parks and recreational opportunities and sports fields) was the highest priority for the community. The park and recreational amenities desired by the community included a park, walking and biking trails, swimming pool, gymnasium, sports fields, community hall, theater, library, after school center, senior center, dog park, skateboard park, tennis courts, and playgrounds.

Public Outreach and Community Involvement
In 2018, the latest update of the Hawaiian Paradise Park Community Master Plan (Master Plan) was developed by the County of Hawai‘i through intentional community outreach efforts. It was initially informed by an additional survey in 2016 to identify community park and recreational needs. In late 2017 and early 2018 a series of stakeholder meetings and public meetings were conducted to further these efforts. The stakeholder meetings provided opportunities to gather feedback from key community stakeholders, in addition to councilmembers, the Planning Department, and DPR’s Elderly Activities, Maintenance and Recreation divisions. The public meetings provided an opportunity to vet the proposed alternative plans, vision, and overarching design features with affected and interested community members.
