The County of Maui, Department of Parks and Recreation, is working to improve the playgrounds at Hale Pi‘ilani Park, Eddie Tam Memorial Park, and Kahului School Park. Construction is targeted to begin in Summer 2025. These upgrades are intended to improve safety, accessibility, and recreation for our local communities.

Each of the three parks will see improvements such as:

  • A new playground structure with shade

  • Walking paths

  • A water bottle filling station

  • Accessible picnic tables and seating areas

The goal of these improvements is to create a safe environment for families and ensure that the playgrounds meet modern safety standards.

Explore the Proposed Designs

Hale Pi'ilani Park

The project site makes up about a 0.3-acre portion of the 2-acre park, which currently includes a parking lot, an open field, and a basketball court.

The proposed improvements would include the construction of a new playground with a shade structure in the same location as the previous one, pathways from the parking lot to the playground and basketball court, a water bottle filling station, and seating.

Eddie Tam Memorial Park

The project site makes up an approximate 0.2-acre portion of the 46.4-acre park, which includes a parking lot, baseball and soccer fields, a basketball court, county offices, a community center, gymnasium, tennis courts, and restrooms.

The proposed improvements would include the construction of a new playground with a shade structure in the same location as the previous one (between the two pavilions on the west side of the tennis courts), pathways to connect the two pavillions, seating, and a water bottle filling station.

Kahului Park

The project site makes up an approximate 0.1-acre portion of the 8.5-acre park, which includes baseball fields, a basketball court, and picnic areas.

The proposed improvements would include the construction of a new playground with a shade structure in the same location as the previous one (along the border between Kahului School and the play fields), and seating.

Your Input Matters!

Community meetings were hosted in November 20254 to discuss the playground improvements and collect feedback from surrounding residents. Mahalo for your participation and feedback. This feedback has been used to guide the playground design and help ensure that the parks can suit the needs of the community.

What we heard:

  • Child safety - fencing is an important amenity for parents to keep their children safe.
  • Lighting was important to maintain safety at the park and discourage vandalism
  • Shade structures should cover the seating areas for parents.
  • Community members overall emphasized how important these improvements are, expressing excitement to see upgrades that would allow them and their families to fully enjoy the facilities.

Environmental and Historic Considerations

The County is seeking an exemption from Hawaii Revised Statutes Chapter 343 Environmental Assessment requirements for these playground improvements, as these upgrades largely replace or enhance existing park facilities. In addition, the County is consulting with the State Historic Preservation Division regarding any potential impacts to cultural or historic resources in and around each of the project sites. Because of the scope of these improvements, environmental or historical impacts are not expected however your feedback on these matters are always welcome!
