

Project Overview
Lower Honoapi'ilani Road functions as a major collector providing access to residential areas, beachgoers, resorts and various utility services. The County of Maui (COM) Department of Public Works (DPW) has initiated the planning phase of a complete streets project to make the street safer for people of all ages and abilities while traveling on foot, by bicycle, in a personal motor vehicle, or by bus.
In keeping with the principles of “complete streets”, which aims to prioritize the safety of vulnerable users while balancing the needs of all other modes, the COM DPW is proposing measures that will calm traffic speeds through the area while providing facilities to improve safety, visibility, and access for people walking, riding bicycles, and traveling by other slow-speed, small-wheeled devices.
The project team has collected and analyzed data, studied existing transportation patterns, and engaged with stakeholders to identify areas of concern. Additional community feedback is being sought to confirm these findings and provide feedback on potential solutions. Proposed complete streets treatments will seek to balance the needs of all users.
