DHHL 'Ewa Beach Homestead Project Master Plan & Environmental Assessment

Background: The Department of Hawaiian Home Lands (DHHL) has initiated a planning process to develop a master plan and prepare an environmental assessment for approximately 80 acres of recently acquired land in ‘Ewa Beach, O‘ahu.

Homestead development is the highest priority in DHHL’s O‘ahu Island Plan.  The ‘Ewa Beach homestead community is primarily intended to provide residential homesteading opportunities to native Hawaiian beneficiaries on the O‘ahu Residential waiting list, which currently has the most beneficiaries waiting for homesteads.  The parcel is located within an existing residential neighborhood, with access to employment centers, public transit, public services, and recreational facilities.

What should we know when preparing the Master Plan about the site and the surrounding community?

a lot of it was answered in the meeting: traffic, schools, utilities.
Gun range, airplane flyover noise (no one said this because they're immune to it), flooding concerns, traffic, homeless, poorly maintenance neighborhood parks, vacation rentals, but mostly traffic.
There are layers of hard, dense coral. Contractor lost a lot of bits breaking through the layers.
Are there plans to invest in the community as well in regards to addressing the overcrowded high school in Ewa beach?
Is DHHL going to address the Public school system when deciding on how many homes to build?
Is this going to raise property tax all strong?
